/etc/php/conf.d links to /etc/php/<version>/apache2/conf.d. Mount individual ini files into it, not the whole directory, since it also holds the extension ini files.

session.upload_progress.enabled is disabled by default (10-security.ini). To re-enable it, set session.upload_progress.enabled = On in your own ini.
